To improve the professional abilities of the Protection Unit, by selected personnel, in security concepts and techniques, keeping in mind the modus operandi of common criminals and terrorists. To condition the participant in dissuasive and preventive conducts, and facilitation of rapid and effective responses to unexpected events.</p>
<p>On this opportunity the participants to the course will start the program by joining one of the two security seminars that we will carry out, one on the subject of “Mega Event Security After Report” focusing on Beijing 2008 Olympic and Rio2007Pan American Games security and one on “Fighting Piracy – Making Seaways Safer” (participants shall choose in which seminar they want to participate) and after that continue to the program of the course. Attached we are sending information on both seminars.</p>
<p><strong>Dates:</strong> The course will take place in Israel, from the 4th to the 20th of May 2009.</p>

<p>At any time, there are about 1,000 ships in port. More than 12,000 oil tankers and 3,000 chemical tankers call at Singapore a year. With the substantial amount of oil and chemicals being shipped in and out of the island, safeguarding our waters and port terminals agains threats remains a top priority of the MPA. Singapore was the first country in Asia to sign the US Container Security Initiative (CSI). Singapore maintains a high level of maritime vigilance for the port and its waterways. This is carried out throught the work of the MPA, the enforcement and security agencies and terminal operators.</p>
<p>This conference should not be just about Singapore port security but cover all aspects of Government Regulations and initiatives in &#8220;enforcing&#8221; security at ports and how this can be achieved; maritime domain awareness and the security of international as well as regional waters (piracy prevention); key initiatives locally and worldwide in enforcing maritime security; and countering terrorism attacks and disaster managements; compliance guidelines and the latest emerging port security capabilities.</p>

With both the frequency and violence of attacks thought to be growing, there is mounting pressure on governments, international agencies, and the shipping industry to tackle the problem.</p>
<p>Tackling piracy is an international conference that will bring together all those concerned with or affected by piracy at sea to discuss what solutions can be found. As insurance companies offer kidnap negotiators under owners` policies, is it right for ship operators to pay ransoms to pirates in order to minimize risk to crews and cargo? Or is their willingness to pay up encouraging piracy, with attackers motivated by their enhanced chances of commercial or political gain?</p>

<p>SecurePort® brings together hundreds of top executives from industry and Government from throughout the Western Hemisphere. Seeking to build on the foundations laid at SecurePort 2004, 2005&#8217;s agenda focused on building the strategic framework that is critical to the success of security operations in our hemisphere.</p>
<p>SecurePort 2007 highlighted the integration of the commercial transportation community in the ongoing processes of security planning and crucial multi-level execution. Top industry and Government executives representing a broad range of interests in the Marine Transportation System provided valuable information and foresight, opening many doors to the facilitation of significant dialogue on port security issues and solutions.</p>
<p>Top level port security commercial providers effectively exchanged ideas with port industry executives and Government leaders at ample, well designed networking opportunities. Attendees, sponsors and exhibitors enjoyed a unique by-invitation meeting venue which facilitates discourse between bona fide stakeholders, streamlines on-site networking, and provides business development opportunities for the SecurePort community.</p>
